<h1 class="wp-block-heading"><strong>Matters Arising</strong></h1>



<h2 class="wp-block-heading"><strong>Parrs Wood Veranda</strong></h2>



<p>We are awaiting an indicative quote from Ellie Sams for repair work, allowing us to contact the parade Landlord to request repair action. Mike C to contact the Neighbourhood Team to ascertain the Landlord`s name and contact details.</p>



<h2 class="wp-block-heading"><strong>Sandhurst Road Parking</strong></h2>



<p>Mike C reminded the meeting regarding the continuance of parking contraventions outside of ATMOS on the double yellow lines. Still no MCC Parking Enforcement action being carried out. There is a clear RTA danger on this very narrow road with, parents collecting children from Beaver Road School. Could this road be made “One Way” in from Wilmslow Road and out via the traffic lights at Didsbury Park or from Ruabon Road? Gordon B advised that there is no deterrent with the issue of Parking Tickets or Towing Away taking place. Enforcement Officers should be present before pick up time to impose some discipline as this is one of the main entrances to the Didsbury Park Estate. Importantly the vehicles are also regularly idling, which makes a mockery of the drive for clean air in Manchester.</p>



<p>Cllr Leech agreed to send an email to see if an Enforcement Officer could attend occasionally on Sandhurst Road to act as a deterrent?</p>



<h2 class="wp-block-heading"><strong>British Heart Foundation Bench</strong></h2>



<p>Mike C is awaiting re-delivery of a replacement bench as the original one was seriously damaged during Courier transit. It was also due to be used for filming in the park as part of the current BHF promotions taking place on T V and in press etc. Update: Bench safely delivered on Friday 13th</p>



<h1 class="wp-block-heading"><strong>Main Agenda</strong></h1>



<h2 class="wp-block-heading"><strong>Library</strong></h2>



<p>The cleanliness and appearance of the library at the building front have improved recently. Also, the backyard area has been swept, albeit not adequately, as leaves still remain in situ. Mary C reminded that the drainpipes and probably other iron works require attention e.g. painting. Whilst it is acknowledged the rear area has been swept more work is required such as the cardboard waste removed underneath the window sill at basement level. Especially as this is a Heritage area, which we would remind that now has frequent problems and requires much more effort by MCC to ensure that problems and issues are picked up and dealt with early.</p>



<ol class="wp-block-list"></ol>



<p>It was also acknowledged that there is a complexity of dealing with the rough sleepers who use the library doorway both in day and night time. Never the less a strategy is required to protect the public who use the area. During the night time hours toileting is also a problem and at other times when the library is closed to the public.</p>



<h2 class="wp-block-heading"><strong>Pavements – Didsbury Park Estate</strong></h2>



<p>Mike C advised that there has been a great improvement to the pavement area, including the damaged ramps to properties, with new dropped kerb areas being constructed. However, the new kerbs have increased the incidence of driving on the pavements probably due to the new kerb heights. The teams doing the work have been mentioned as being pleasant, helpful and considerate to the residents.</p>



<h2 class="wp-block-heading"><strong>Update on Pride in Place:</strong></h2>



<p>It was advised that there are 4 locations which were mentioned for Pride of Place Investment.</p>

<li>Clayton Vale</li>



<li>Gorton South</li>



<li>Benchill and Wythenshawe Central</li>



<li>Harpurhey South and Monsall</li>
</ul>



<p>Didsbury is not regarded as a needy suburb. It does however have a high level of aged residents.             The investment is aimed only for deprived areas only in the City of Manchester. Ian Johnson also distributed a paper on the national Civic Society Conference which is soon to take place in Liverpool.  </p>



<h2 class="wp-block-heading"><strong>Bunny`s Outpost</strong></h2>



<p>The management have submitted a further licencing amendment application to significantly increase a part of their opening hours to 03:00 am along with other changes (see attached notification).</p>



<p>After discussion it was agreed that the DCS would oppose this change on the grounds of:</p>



<ul class="wp-block-list">
<li>The prevention of crime and disorder.</li>



<li>Public Safety</li>



<li>The prevention of Public Nuisance.</li>
</ul>



<p>Importantly there are also apartments above the next-door premises namely Kennedy`s who would also be troubled with additional night late night noise, taxis picking up and setting down and the general hustle and bustle of late-night closing. Along with additional requests from take aways and fast-food outlets for additional opening hours.</p>



<p>It is understood that Councillor John Leech and Councillor Debbie Hilal are both objecting to the changes.</p>



<p>Councillor Leech has also escalated the problem of their signage obliterating and barring the upstairs window frontage of Bunney`s Outpost, which does not have Planning Permission and could be a hazard in the event of fire.</p>



<p>During the discussion it was agreed that MCC do not defend the Heritage and Conservation issues strongly enough on behalf of the residents.</p>



<h2 class="wp-block-heading"><strong>Community Ward Meetings</strong></h2>



<p>Didsbury East do not now currently have meetings which are open to the public. Prior to Covid-19 the meetings were always open to the various community groups in Didsbury. Can this not be reversed and be similar to Didsbury West who has theirs next one scheduled for 5pm 26<sup>th</sup> March 2026 at the Islamic High School.</p>



<h2 class="wp-block-heading"><strong>Groundworks Team at Parrs Wood Pocket Park</strong></h2>



<p>Mike C commented that the two persons team carrying out the agreed works were very helpful and obliging and have done a great job in improving the park area.</p>



<p>It was also advised that DCS had now raised a NIF Grant application to cover bulbs and perennial plant expenditure omitted from the agreed works costs, our grant application to Manchester Airports Trust also for bulbs and perennial`s has been deferred until our anniversary renewal date in 2027.</p>



<p>It was also agreed prior to the Pocket Park work starting that it was proposed to request AMEY to arrange for a power feed to be supplied to enable Christmas Lights to be displayed from the large Evergreen Tree growing at the circular convergence of the paths.</p>



<p>It had &nbsp;been discussed with Parrs Wood H S for the 6<sup>th</sup> Form to litter pick the area, we need to re-contact with the school to ascertain if the offer still remains in place.</p>



<p><strong>Finances</strong></p>



<p>HSBC Bank Balance stands at £19,406.20. With reserves still in place for the G o C. We also have a Social Trip grant from 2025 to use up on 2026 trips.</p>



<p><strong>A gentle reminder to those on annual membership who have not paid, that subscriptions for 2026 are now due</strong>.  </p>



<h2 class="wp-block-heading"><strong>Any other business</strong></h2>



<ul class="wp-block-list">
<li>We are pursuing quotes for the G o C to upgrade the paths to a permeable Resin Bound surface to aid wastewater to be returned to the water table.</li>
</ul>



<ul class="wp-block-list">
<li>Cllr Leech suggested approaching United Utilities to ascertain if grant funding might be available under their various water recycling grants.</li>
</ul>



<ul class="wp-block-list">
<li>It was also agreed that Mike C would raise the raise a question regarding The Jubilee Garden with Southway Housing Charitable Trust on the gardens continued maintenance and replanting.</li>

<h2 class="wp-block-heading">1. Matters Arising from the Minutes</h2>



<p><strong>Palatine Road Lighting</strong></p>



<p>The chair advised that he had viewed the lighting on Palatine Road and advised that it had improved from Withington Golf course bus stop towards Northenden Bridge and was thought to be due to recent Arbor work. The opposite footpath was also improved towards the Hotel making it easier for walkers returning to the hotel from shopping.</p>



<p><strong>Parrs Wood Veranda</strong></p>



<p>Further deterioration appears to be occurring with part of the metal gutter now missing from the roof section of the Didsbury Solicitors with the open glass end now visible. It was requested that the Chair sends our photographs to Cllr Simcock to pass to MCC Enforcement. It was also agreed that Ellie Sams would arrange for a quotation of indicative repair costs which will be sent to the Landlords to request repairs take place.</p>



<p><strong>Sandhurst Road Parking Problems Still Remain</strong></p>



<p>Enforcement is still not doing enough. There are regularly 3-6 cars parked on the double yellow lines/or pavement most school days. Cars exiting onto Wilmslow Road are having to take the incorrect side of the road to get out. Forcing cars entering the estate to back up on the main road waiting to enter the estate, especially at the going home time.</p>



<p><strong>Didsbury Library Porch</strong></p>



<p>The problems still remain. Cllr Debbie Hilal confirmed that baggage and personal belongings are still left in the porch area. Cllr Hilal and Cllr Leech advised that a Community Protection Order has been sought, but has not been served yet by GMP. It was also asked what will happen if the Order is ignored and they do not move on. It was advised that some of the individuals had now also been offered some form of accommodation, though some have refused the offer.</p>



<h2 class="wp-block-heading">2. Agenda</h2>



<p><strong>British Heart Foundation</strong></p>



<p>The DCS have been selected to receive a wooden bench (pictured) awarded by the BHF for installation in the Parrs Wood Park. We will arrange installation with the cost being reimbursed by the BHF. The bench will be red painted and suitably mounted probably on one of the main grassed areas. The occasion, and bench be used for publicity by the BHF.</p>

<p><strong>Parrs Wood Pocket Update</strong></p>



<p>The park work is going very well with new wooden planters built and installed, including soil filled ready for planting. The paths have been tidied up and re-edged ready for tarmacking by Groundworks. The parks end facing the Gateway has now been levelled and the original “Kingsway” concrete posts removed. the actual road signs had disappeared many years previously<strong>. </strong>The DCS are currently applying for grants to help with replanting within the area. Janinne Cottingham advised that B&amp;Q are currently taking grant applications from local organisations.</p>



<p><strong>Future Didsbury Project and Pride of Place</strong></p>



<p>It was agreed to update the project for 2026-2030. Ian Johnson who used to be involved in the DCS agreed to open up discussion with the School of Architecture at Manchester University who were a great support in the early life of the project and examine if it fits in with the Governments “Pride in Place” investment and support programme for any potential funding, or the availability of benefits if linked with the Future Didsbury Plan generally. The original proposals had a lot of “blue sky” thinking and benefits to Didsbury, especially if it can be coupled with the £800 million funding allocated. Mary Christie and Mike Corlett agreed to refresh the plan with the Pride of Place included if it fits.</p>



<p><strong>Barrett Homes in the Community</strong></p>



<p>The DCS has been approached by Barretts to discuss how they can help in funding&nbsp;&nbsp; projects to benefit the Trust especially in our 60<sup>th</sup> Jubilee Year. We sent them a sight of our project list including Bonded Resin for the G o C path refurbishing, the Barlow Moor finger post sign refurbishing, funding for the Pocket Park bulbs and perennials and refurbishment of the Parrs Wood Railway Bridge artwork. Cllr Leech suggested that we should add the Parrs Wood veranda for which we are awaiting costs, which is a great idea especially as a Heritage asset and would deliver some good publicity to Barrett`s. It was agreed that the Chair would follow up on progress.</p>



<p><strong>HMRC Gift Aid 2025 Reclaim</strong></p>



<p>The DCS has been refunded and received funds to the value of £1291.75.</p>



<p><strong>Didsbury Park Estate Pavement Refurbishment</strong></p>



<p>Work appears to be going well, though it can be noisy as the contractors load the salvage and spoil to the tipper vehicles in use. It is also not fully clear to the final scope of the works.</p>



<p><strong>The Didsbury Community Orchard</strong></p>



<p>A question was raised regarding the ownership of the Orchard/Land which is at the top end of the Didsbury Sports Ground/TOC H close to the back of Beaver Road (Wilmslow Road) and Thorn Bank Wood (Didsbury Community Wood). It was agreed that the Chair would contact MCC Neighbourhoods to check the Land Registry for ownership. Since the meeting this has now been done. The attached Photocopy was taken to the site to map the Orchards approximate location. The Orchard was planted many years ago with the involvement of the DCS and is not in a good state. Importantly this area is very saturated and muddy and may also be affected by the current flooding and waterlogging as reported in the Manchester Parks South letter.</p>



<p><strong>Finance</strong></p>



<p>The balance at the HSBC at the 31<sup>st</sup> January 2026 was £19,408.46 including reserves.</p>

<h2 class="wp-block-heading">3. Any other business</h2>



<p><strong>Warburton Street</strong> &#8211; What is the status of the building refurbishment backing on to Eastern Revive is there any planning application? Ex Wishing Well is there any planning application for this building? Both locations being in Heritage Areas. One looking an eyesore, the other was shrouded in scaffolding through the Christmas period into February 2026.</p>



<p><strong>Library area </strong>&#8211; During their planning application. Kennedy&#8217;s Irish Bar were restricted in their external decoration. However, the rules have not been as rigorously applied to Bunney&#8217;s Outpost, M1 Nail Bar or possibly Saints &amp; Scholars who all appear to have not followed the rules when this area is also a Heritage Area. Cllr Leech advised that M1 Nails have had a case raised against them and which was re-opened on 12<sup>th</sup> November 2025 regarding their signage.</p>



<p><strong>Fletcher Moss Park</strong> &#8211; At the last DCS Meeting a question was raised regarding the ground water along the Fletcher Moss Park main path from the old tennis courts to the Stenner Lane gates. A reply has been received back from Joanne Wakeman of Parks South regarding serious culvert and drainage problems which needs further investigation and, in all probability, extra funding.</p>

<p><strong>Matters arising</strong></p>



<p>No update from MCC on the Parrs Wood Veranda. The structure possibly appears to have had panels removed? Cllr Leech has raised the issue as a dangerous building. His email appears to be being passed around MCC to identify a council officer to attend site and inspect the structure. Cllr Hilal agreed to remind Cllr Simcock who agreed to raise the problem with those responsible after the November 2025 meeting. Discussion followed regarding the potential danger of any falling glass onto pedestrians including school pupils, though technically the area is not part of the public footpath. &nbsp;Mike C thanked Cllr Leech for also taking up this matter.</p>



<p><strong>No update on street lighting/overgrowing trees</strong></p>



<p>The roads previously mentioned Palatine (Marie Louise to Northenden Bridge) and Wilmslow Road (Didsbury Hotel to Beaver Road School) along with others. Are still dark and inadequately lit for road users and pedestrians alike. At a recent Didsbury West Ward meeting, papers advised that as part of the Climate Plan up to 55,000 street lamps had been upgraded to LED, reducing emissions by 86%. How is the saving being achieved, is it by reducing the Lumens output hence the increased road darkness to compliment a usage reduction? How is the road safety being assessed against the reduced visibility?</p>



<p><strong>Business Agenda</strong></p>



<p><strong>Increased parking issues</strong></p>



<ol class="wp-block-list"></ol>



<p>Parking problems are increasing on the Didsbury Park estate attributable to some inconsiderate parents usually picking up at Beaver Road School, resulting in the Barlow Medical Practice initiating a new parking policy and camera technology to enable patients to park in the practice grounds rather than parents taking up spaces. Sandhurst Road is also problematic with waiting cars parked up straddling the double yellow lines and also making the entrance and exit to Wilmslow Road dangerously congested due to stationary traffic both on Wilmslow Road and Sandhurst Road (see attached photograph). This problem was perceived during the initial planning application for the school by both the DCS, Barlow Medical and residents.</p>

<p><strong>River Mersey Flooding</strong></p>



<p>It was advised at the Didsbury West Ward Meeting that the repairs to the river banks have been completed. However, we have seen 4 major flooding issues in the last 4 years, with significant costs to the public purse and insurance claims etc. Are there any reassurances that the banks will hold against the water coursing through, or the increased water volumes due to the recent increased rainfall?</p>



<p>Carol Wilkinson advised that the dislodged tree at the Manchester Road/Waterside bridge is still stuck, having been reported several times and being advised that it will be removed soon. Unfortunately, it still remains wedged. The public have done their bit by reporting and following up. Surely it is within the Environmental Agencies management Key Performance Indicators to do their part and bring about its removal?</p>



<p><strong>Parrs Wood Railway Bridge Artwork`s Bridge Number STY/32 Wilmslow Road</strong></p>



<p>The bridge on the north bound/Manchester side continually suffers from graffiti in one particular spot and appears to be a battle of “strength” with the perpetrator repeatedly tagging it after it has been cleaned. Can we ask that MCC speak with Northern Rail or Railtrack regarding this ongoing saga? Could signage be installed with “Smile you are on camera” to see if the vandalism can be deterred or even have a temporary Fly Tipping camera installed for a couple of weeks after a clean-up?</p>



<p><strong>Parrs Wood Railway Bridge Graffiti</strong></p>

<p>The current artwork under the bridge is now deteriorating on the Tesco side, the DCS were not the leads at the start of this project, which had a grant we understand of approximately £7k, spent when the artwork was commissioned. The paintings were also then stored in the deteriorating and damp Stenner Barn for several years before installation. A question was raised as to why the maintenance and deterioration had now become a DCS matter, especially when the installation and infrastructure maintenance was the responsibility and part of the railway maintenance contracted out to either Northern or Network Rail. Also, what will happen to the artwork when any replacement, tiling, iron work cleaning or painting requires work undertaking?</p>



<p><strong>Blocked roadside grids</strong></p>



<p>Leaf clearing is being carried out later each year. It has been observed that leaves are being blown from pavements into the gutters for a</p>



<p>secondary clean up. Whilst in the gutter the leaves are then able to block the grids resulting in an increased and larger amount of puddling which is dangerous to pedestrians. There is also the resulting compressing of the leaves taking place whilst they are being driven over by vehicles using the roads. Didsbury Park Road for example appears to still have past years leaves in place. It was explained that parked cars add to the problem. Surely signage can be put in place explaining when clean- up work will take place, and what the consequences are such as towing away for leaving a vehicle and ignoring the signage.</p>

<p>Matters arising from the Minutes:</p>



<p><strong>The increased parking problems with Beaver Road School</strong></p>



<p>Parents are still parking on the double yellow lines and also blocking Sandhurst Road at its junction with Wilmslow Road, some with their engines idling. Drivers are also using the hard standing (ex-TfGM bus stop) outside of Barlow Medical and the Philip Godlee pavement area to wait. Recently it has been observed there is some increased speeding down Didsbury Park Road towards Sandhurst Road from the Towers/Traffic Lights end of the road.</p>



<p><strong>Still no update from MCC on the Parrs Wood veranda</strong></p>



<p>Cllr Simcock advised that MCC have said that even with the current 7 missing reinforced glass roof panes that the structure is still safe. As a suggestion, could MCC provide a copy of the next structural survey certificate and display a visible copy on several of the upright stanchions? Importantly the structure is the responsibility of the landlords not MCC. Perhaps the landlords should also be funding the safety surveys which we understand are 6 monthly in support of the community?</p>



<p><strong>Have there been any plans or resolution to the poor street lighting due to overhanging/overgrowing trees</strong></p>



<p>Mike Corlett agreed to check if there has been any change on Palatine Road from Barlow Moor to Northenden Bridge for the next meeting. The attendees still agreed that this is a very dark area. It was also pointed out that the land was under private ownership, though some little more than open and largely unfenced scrub land.</p>



<p><strong>Business Agenda:</strong></p>



<p><strong>The use of the library porch for congregating and drinking alcohol remains a problem.</strong></p>



<p>Rubbish and clothing etc have been strewn around and has been a visible problem between Christmas and New Year. The congregating appears intimidating to the public and hinders access to the library. Also, the area</p>



<p>between the two sets of doors appears to be used as a storage area for bags etc. This problem was also raised with GMP at the last Didsbury West Ward Meeting on the 1<sup>st</sup> December 2025.</p>



<p><strong>What is the plan for improving the drainage, path pot holes and puddles to the main Fletcher Moss Park paths?</strong></p>



<p>This refers especially to the area from the Wilmslow Road entrance (around the all-weather tennis courts) down towards the Café. &nbsp;Also, is the “re-wilding” past the abandoned tennis courts to Stenner Lane working? Currently the wetland style flooding is taking over the area and there is signage present advising flooding and a visible water run off problem is evident.</p>



<p>Is there a plan for this area and if so, who is managing it? Has the water table been disturbed after the recent bank rebuilding or a maintenance problem arisen. If this is a planned Wetland have the park users been consulted as this is a public park, and looks uncoordinated. Only a few years ago this area was part of a usable open green space, now it seems to have changed significantly?</p>



<p><strong>Provision of a Plaque in the Garden of Contemplation as suggested by the RHS.</strong></p>



<p>Will there be any NIF grants available during 2026 to which we can apply to have a plaque cast in acknowledgement of the funders and those making donations in kind. It was suggested that the DCS approach the Mathew Ludlam Foundation to see if it would fit their funding criteria.</p>



<p><strong>Finance and Membership</strong></p>



<p>We have on deposit at HSBC £16797.03 including G o C reserves and grants.</p>



<p><strong>The annual payment of membership is now due for 2026.</strong> In the coming future DCS may also need to consider alternative funding models including increased Heritage and Historical grant applications to continue our activities?</p>



<p>Donations, are also very welcome during our 60<sup>th</sup> Diamond Jubilee Year.</p>

<p>It was agreed to investigate the possible renovation of the Barlow Moor/Palatine Road finger post directional sign which has one or two fingers missing?</p>



<p>It was agreed that we would include future DCS objections raised on Didsbury East and West Planning Applications within future Minutes.</p>



<p>It was also agreed to revisit the use of bonded resin material to the paths in the Garden of Contemplation as an alternative to the Hoggin material used initially.</p>

<h2 class="wp-block-heading"><strong>1. Proposed MCC Planning Consultation:</strong></h2>



<p>Initially there was a good discussion regarding the differences between heritage areas and listed buildings status in heritage areas. This was mainly specific to Kennedys Irish Bar, which after the past discussions on opening hours, the colour etc, everyone expressed how it had improved the area and was reported as being well run. Congratulations to all involved.</p>



<p>Attached is a letter of invitation for the public to give their views on future MCC Planning proposals at one of their “walk in” venues to comment on the Manchester Plan. The main discussion point from the attendees on the night was whether MCC Planning need to review the Bye Laws specific to allowable external paint colours in heritage areas and the use of shabby external decorations which are not in keeping.</p>



<h2 class="wp-block-heading"><strong>2.Garden of Contemplation Christmas Tree Discussion</strong></h2>



<p>A discussion took place to explain that the 2024 installation of a 30-foot tree was by far too much for the area concerned. It was advised that the electricity was also off for most of the 2024 Christmas period. Within the discussion it was favoured that a smaller tree could be installed. A suggestion has been sent to the Neighbourhood Manager on 14/10/25 after the meeting that a 10 &#8211; foot tree above ground would be more acceptable. Along with a favourable attitude to the absence of industrial standard barriers and the use of solar lights rather than a full electricity connection would be a good solution. Cllr Simcock agreed to pursue why barriers are required for solar lights with Amey. Since the meeting it is understood that the ideas for the 2026 festivities will be discussed during January 2026. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>



<h2 class="wp-block-heading"><strong>3. DCS NIF Grant Submission for the Festive Season</strong></h2>



<p>The DCS had applied for a NIF Grant of £1500, but understands that our requirements have now been rolled into the traders and community request. The request covered the purchase of a tree, festive lighting and any electrics if required within the new garden. We were advised by Cllr Simcock that</p>



<p>the Ward Neighbourhood Manager had taken action to include retrospectively the amount for the garden costs resulting in 2025 costs now being covered off. &nbsp;</p>



<p>Within the 2026 discussion it was suggested that new alternatives could be put in place with a planted tree to the soft area where the BT phone boxes were previously installed. Alternatively a suitable potted decorative tree compatible to any shading by the current trees in the area, new electrics if necessary and the use of lighting strings along the concourse with soft ambient lights solar powered. This would provide a greener solution in line with the MCC climate plan and also removing the need and cost to annually cut down a living tree and its disposal each year.</p>



<h2 class="wp-block-heading"><strong>4. Blair Grant Award for September 2025 Social Trip</strong></h2>



<p>The DCS has applied for and received confirmation of an award grant for the above social trip of £1095. Its arrival to the bank is still awaited and missed our travel date to the Winter Gardens. It will be a bonus for use in our 2026 visits reducing costs.</p>



<h2 class="wp-block-heading"><strong>5.</strong> <strong>Parrs Wood Glass Veranda</strong></h2>



<p>The state of repair of the glass and iron works is still a cause of concern. We have previously asked for the Planning Enforcement team to contact the Landlords and request that urgent maintenance is carried out. Cllr Simcock had that day asked that the team visit the owners/landlords regarding their responsibility as owners to carry out the maintenance. We have been advised that regular inspections every 6 months are taking place, however the repairs still remain outstanding. There are approximately 7 of 40 panels of the wired security glass missing, cracked or broken. It is understood that the absence affects the stability and integrity of the actual structure and is a Health and Safety issue. Importantly the pavement area below forms part of the footpath for pedestrians including school children.</p>



<h2 class="wp-block-heading"><strong>6. Didsbury Street Lighting</strong></h2>



<p>The street lighting in several areas is being severely reduced due to roadside trees becoming a problem with the lighting units being overgrown by the tree branches and leaves. Whilst the two areas mentioned are not unique the A5145 Wilmslow Road from the Thorn Bank Wood bus stop up to the Auld Alderman, plus the B5167 Palatine Road from Barlow Moor Road to Northenden Bridge are two good examples, along with the additional dangers of black clad cyclists and scooter riders on the route some without lights. Certainly, these two highway areas need some work being carried out.</p>



<h2 class="wp-block-heading"><strong>Finance</strong></h2>

<h2 class="wp-block-heading"><strong>Any other Business</strong></h2>



<ul class="wp-block-list">
<li>Didsbury in Bloom who carry out the central Didsbury clean ups have asked if a clean-up financial levy could be considered by MCC on the pubs forming part of the Didsbury Dozen. The event now covers most weeks on Thursdays, Fridays and Saturdays. Biffa do a great job on the aftermath with two daily morning clean ups. Is this enough? &nbsp;</li>



<li>On these nights we are also seeing large numbers of male and female parties spread across the pavements, some with bottles and glasses in hand and loud voices prompting people to take evasive action and perhaps cause discomfort to others? Could MCC licencing visit to check that the licensees are operating in line with their responsibilities, specific to outside drinkers being outside of the premises curtilage? &nbsp;</li>



<li>It is understood that the possibility of a garden watering facility within the central area is still progressing via the Neighbourhood Team for installation in the Disability Access/ Pram access area of the library.</li>



<li>Geoff Bridson raised again the number of new trees being planted within the grassed area of Didsbury Park. It was advised that MCC has taken up the problem with the Friends of Didsbury Park.</li>



<li>It was agreed that we will progress the purchase of a metal cut out “Tommy” silhouette for the Garden of Contemplation as previously agreed, Carol Wilkinson will pursue.</li>

<h3 class="wp-block-heading"><strong>Update on the Heritage Days programme for September 2025</strong></h3>



<p>The local banners have been put in place in the heritage areas. A mixture of DCS new banners, some NT banners and bunting and last season`s DCS ones. The new banners contain the programme`s corporate colours, our social media, website and QR code details. The programme will commence on Friday 12<sup>th</sup> September with a talk starting at 18:30 by Diana Leitch at Didsbury C of E. Admittance by donation.</p>



<h3 class="wp-block-heading"><strong>Update on the Social Trip to St Annes and the Winter Gardens</strong></h3>



<p>The coach is fully booked with a high demand for places. We have applied for a community grant from a charitable funder, which we hope we will be successful in securing.</p>



<h3 class="wp-block-heading"><strong>The increase in graffiti in Didsbury</strong></h3>



<p>We continue to see graffiti across the Ward which looks to be increasing. Janine asked if the tags were recognisable. It was advised that there seems to be some new ones appearing within the Ward and change from Maca. Has the time not come for GMP and MCC to review the problem which is criminal damage that is taking place, especially as the perpetrators sign their vandalism and probably leave other evidence and certainly degrades our community areas.</p>



<p>The Cadent Gas pumping station in the Parrs Wood Park was graffitied again about 3 weeks ago. We can advise that the added anti-graffiti coating again withstood the clean up process. We have photographs of the tags for any liaison meetings to follow up on.</p>



<p>It was suggested that the Didsbury Ward invests in an emergency graffiti kit which could be stored at the local library for issue to the community on a call in, pickup and clean up basis?</p>



<h3 class="wp-block-heading"><strong>Garden of Contemplation water shortage problem</strong></h3>



<p>The recent problems of reduced rainfall and temperature rises are becoming a problem reducing the ability of the community volunteers to carry out regular watering. We have a large water butt which collects rain water, but which can soon be emptied in hot weather or drought including a hose pipe ban. The lack of water presents a serious threat to the new garden. It was suggested that the Ward supports a request to enable an underground pipe to be installed out of the library at ground floor level, under the pathway and a standpipe arrangement installed in the border close to the disability access path, which could be lockable? It is recognised by the DCS that the library is a Grade 2 listed building but importantly the feed pipework could be easily concealed and mostly underground. Importantly a watering facility has been requested on several occasions and certainly for over 10 years by Didsbury in Bloom and the DCS.</p>



<p>We cannot expect volunteers of a certain “vintage” to continue to fetch and carry heavy watering cans etc ad infinitum with all the risks to Health and Safety. MCC prides itself on volunteering and time has come to deal with and resolve this problem. Though the Will has to be there to do this, and as far as we are aware no response has ever been issued to why this work cannot be done? &nbsp;</p>



<h3 class="wp-block-heading"><strong>Planning issues arising in the Didsbury Heritage area M20 2DN</strong></h3>



<p>Recently concern has been raised by Didsbury West councillors, the public and the DCS regarding the external painting and decorations of Kennedys Irish bar and the next-door Bunnies Outpost. MCC Planning have not been reviewing or updating to control the current external changes being carried out, specific to conserving the heritage, its protection or enhancing these important areas. We have been advised that the owners and developers can paint the exterior of a building any colour they like, which indicates that Kennedys bar could have been painted orange, green and white and Bunnies can continue to operate a shabby façade outside, despite the communities wishes. Has the time not come for MCC Planning to review and change the Bye Laws to protect these important areas? It may have a cost but surely it`s not difficult or impossible to make change for the communities’ benefit.</p>



<h4 class="wp-block-heading">&#8211; <strong>Is there any Enforcement Status Report on the recent issues in the library</strong> <strong>garden</strong>?</h4>



<p>Has there been any MCC update on actions and outcomes regarding the&nbsp;current drinking of alcohol, bad language, the taking over of its bench area and the reported public urinating which is taking place. The DCS and local Councillors have both received letters and communications from community members on this matter?</p>



<h4 class="wp-block-heading">&#8211; <strong>Recent road and pavement work`s in Didsbury, traffic issues, resultant</strong> <strong>pollution issues and barriers</strong></h4>



<p>Do MCC Planning and Highways review and manage the current significant diggings up (certainly telecoms and gas) taking place, the increased and resultant pollution and traffic congestion which is currently affecting Didsbury`s roads and pavements. There can be little doubt that it adds to the pollution and vehicle traffic congestion at key times.</p>



<h4 class="wp-block-heading">&#8211; <strong>Traffic plans for the hatched area in the Didsbury Triangle</strong></h4>



<p>The problems of driving around the Parrs Wood Park area gets worse with inconsiderate car drivers including some Bee Bus drivers blocking the hatched area. It was rumoured that traffic cameras were soon to be installed to monitor and control the traffic due to some drivers still persisting in blocking the road rather than ensuring that their exit is clear. North bound buses also still cause traffic problems when awaiting relief drivers, to the traffic exiting Tesco. Also, when drivers are turning right and also the northbound traffic heading towards the Parrs Wood railway bridge.</p>



<h3 class="wp-block-heading"><strong>Finance</strong></h3>



<p>HSBC balance at the 29<sup>th</sup> August 2025 stands at £17673.14 including reserved funds.</p>



<h3 class="wp-block-heading"><strong>HMRC Gift Aid recovery for 2024</strong></h3>



<p>We are pleased to advise that we received a refund of £535.79.</p>

<p>The programme will open on Friday 12<sup>th</sup> September at 6:30pm in the School Hall at Didsbury C of E Primary School, Elm Grove, Didsbury, M20 6RL.</p>



<p>Diana Leitch, Didsbury Parish Historian will give a talk entitled:</p>



<p><em>“Some Didsbury Buildings &#8211; those that disappeared during the 19<sup>th</sup>/20<sup>th</sup> centuries and those that survived to the present day”</em></p>



<p>A <strong>donation of £5 per person</strong> is suggested to attend the talk and the money will go the <strong>British</strong> <strong>Red Cross</strong> who worked tirelessly to support families in the flooding by the River Mersey on New Years Day 2025.</p>

<p>The Albert Club is open for heritage visits on Saturday 20th and Sunday 21st September, from 1pm until 4pm (it would be open anyway). A fascinating talk will be given by Jim Machin, ex-President, ex-Secretary, and author of “The Albert Club, A History”, at 1:30pm, on both days. Founded in 1874, by leading Royal Exchange members, designed by famous Manchester Architects, the Albert Club started life as a gentlemen’s club for the Non-Conformist, Jewish, and Orthodox merchants and manufacturers of Manchester. The oldest tennis club in the world, still in the same clubhouse and playing tennis on the same courts, it is now a vibrant and friendly social and tennis club. 										<content:encoded><![CDATA[<p>The Winter Gardens Company bought the site in 1875 for £28,000. The Winter Gardens was built on the 6-acre (2.4 hectares) Bank Hey Estate and officially opened on 11 July 1878. The original intention was &#8220;to place on the land a concert room, promenades, conservatories and other accessories calculated to convert the estate into a pleasant lounge, especially desirous during inclement days.&#8221;</p>



<p>The Vestibule, Floral Hall, Ambulatory and Pavilion Theatre were all built in the 1870s and the Opera House Theatre originally opened in 1889. The Empress Ballroom was built in 1896, together with the Indian Lounge (now the Arena). The long-gone Blackpool Ferris wheel, erected in 1896, was also located at the complex. The building cost was £100,000 (equivalent to £12,000,000 million in 2023)</p>



<p>The day will be all inclusive, including coach transport from Didsbury to St Annes with drop off close to the pier for a coffee, comfort break and a look around. The coach will drop us off for lunch at the Toby Carvery (with a vegetarian option) which is located at the side of the pier. After lunch we will then be transported to the Winter Gardens Blackpool with an inclusive guided tour of the site. The cost of £45.00 includes lunch, tour of the Winter Gardens, return travel to Didsbury and gratuities.</p>

<h2 class="wp-block-heading"><strong>Update on the Lord and Lady Mayoress&#8217; Visit to Garden of Contemplation 17<sup>th</sup> May 2025</strong></h2>



<p>As part of the celebration of the library`s 110<sup>th</sup> anniversary we received a visit to the newly created Garden of Contemplation, which went very well with the garden looking good after watering and weeding especially for the day.</p>



<h2 class="wp-block-heading"><strong>Update on Bunnies Outpost</strong></h2>



<p>The DCS understands that several objections have been submitted regarding the licensed hours of operation, especially during the weekends closing schedule where an error in the original closing hours was picked up. The concerns raised are now being resolved by the local councillors. There have also been instructions issued by MCC that the current caged frontage arrangements must also be removed.</p>



<h2 class="wp-block-heading"><strong>Bar 186</strong></h2>



<p>Work has also restarted next door to Bunnies Outpost with a new landlord taking over as Kennedy`s, which should be good news after the gradual decline at the site. Currently all of the glass and steel frontage has been removed and we look forward to its new appearance.</p>



<h2 class="wp-block-heading"><strong>Garden of Contemplation for Christmas period</strong></h2>



<p>As part of the ongoing discussion, it was felt that Didsbury should have a main street public Christmas tree. Within the discussion there were several thoughts and concepts aired:</p>



<p>Are there alternative sites and ideas?</p>



<ul class="wp-block-list">
<li>The Jubilee Gardens which is a Southway site with a planted tree dressed with solar lights.</li>



<li>A living tree in the Library Garden close to where the now removed BT telephone box was sited again with solar lights.</li>



<li>A potted living tree on the library Concourse with solar lights.</li>



<li>A planted living tree on the library Concourse with perhaps some paving stones removed suitably edged under the footprint and solar lights.</li>



<li>At the side of Costa Coffee after some remedial work undertaken to the uneven paving stones with either a living or potted tree and solar lights.</li>
</ul>



<p>Is it time for a rethink going forward?</p>



<ul class="wp-block-list">
<li>Those present thought a rethink and change was acceptable.</li>



<li>Using a symbolic tree such as a metal “wish tree”, for written gestures like “thinking of you at this time” and other personal written wishes. Though the idea of a rusty one would not be a first choice of several who were present.</li>



<li>As previously advised, the DCS would not be in favour of an Amey fait-accompli tree, overshadowing its site footprint area similar to 2024, which is not compatible or in-keeping with any green credentials or environmental considerations. Importantly the cost of each tree is significant and has to be budgeted for and NIF Funding allocated.</li>



<li>Could we light up the trees in the left side hand garden at the library between Wilmslow and Barlow Moor Road with solar lights?</li>



<li>The question was raised regarding whether we could be part of the annual NIF grant process with a once off tranche to set up and purchase the required tree, a suitable pot, and new solar lights etc from the budget allocation to the Didsbury Traders Association.&nbsp;</li>
</ul>



<h2 class="wp-block-heading"><strong>Update on the Cadent Hut</strong></h2>



<p>Cadent are seeking suitable publicity from the artwork and hope to have an article in the&nbsp;Manchester Evening News. Cadent are requesting internal permission to have an employee Community Day clearing the top corner of the area of weeds, non-biodiverse bushes and debris.</p>



<p>Gordon Browne asked whether an additional DCS logo could be stencilled to the rear of the hut. The artist thinks that this will not be possible as the first anti-graffiti coating has already been applied and a second top up is due to take place and would all require sanding back, repainting and re-protecting. &nbsp;If this is the case an alternative solution may be required.</p>



<h2 class="wp-block-heading"><strong>The Old Parsonage Garden Party</strong></h2>



<p>Volunteers are required for the day to support DCS fund raising on the day eg a tombola, raffle or a pin the tail on the donkey. As was recently done by DGN at the Didsbury Festival.</p>



<h2 class="wp-block-heading"><strong>Finance and Membership</strong></h2>



<p>The DCS has a balance of £17273.94 at the HSBC.</p>



<p>NB: The artist has been paid for her work on the Cadent hut of £3780.00, a re-usable DCS logo stencil was purchased at £42.75 and photographic art work printed for the Community Day £84.00.</p>



<h2 class="wp-block-heading"><strong>Any other Business</strong></h2>



<p><strong>The Didsbury Dozen</strong></p>



<p>Plastic pots from the regular Didsbury Dozen can be seen and problematical from the Thursday, Friday and Saturday night sessions. Perhaps some responsibility can be taken by landlords to ensure they are tidied up, or a point-of-sale charge similar to plastic shopping bags. Though, importantly Biffa are doing a good job in clearing up each morning.</p>



<p>Certain pubs also need to remind their clientele that pedestrians need to be able to have a clear path at certain pubs which are adjacent to the road side and pedestrians should not have to use the road to pass bye. One even displays a public notice that their table and chairs should not be used as a public picnic facility. So, a clear path is not too much to ask.</p>



<p><strong>Parrs Wood Veranda/Parade</strong></p>



<p>Concerns were raised again about the state of the cast iron framing and damaged glass. The DCS appreciate that this is the landlord`s responsibility and needs to be resolved. Could the Ward team arrange for MCC Enforcement to contact the landlords and remind them of their responsibility in maintaining the structures integrity as it is used by the public.</p>



<p><strong>Garden of Contemplation, Cenotaph Garden</strong></p>



<p>Carol Wilkinson suggested that we look to purchase WW1 Soldier Silhouette for installing in the garden, which we will investigate for availability and pricing.</p>

<p>The Didsbury Civic Society May Coach Trip starts with a Morning Visit to Chorley Market. This is an open-air Street Market based in several traffic free streets and joining up with the Indoor Market. There are cafes around with one in the indoor market and there are also other competitively priced ones at The Sir Henry Tate. For lunch we are going to the Bowling Green Inn at Charnock Richard for a carvery lunch, including coffee within the price. In the Afternoon we visit Astley Hall where we will split into groups for guided tours.</p>



<p>Adjacent to the site is the Coach House with the Ambio Cafe and Barrica Wines. You can visit the art gallery, explore the wider park and walled garden.</p>



<p>Astley Hall was started in 1570, in the Elizabethan and Jacobean in style and is a Grade 1 listed building. The site was acquired in the 15th century by the Charnock Family. The original house was a timber framed house built around a small court yard. In 1665 Margaret Charnock married the son of Sir Peter Brook and they built the present grand but asymmetrical Country House with impressive tall stone mullioned bay windows.</p>
